SOLAS Regulations now less than 30 days away

With the July 1, 2016 deadline fast approaching for the declaration of a Verified Gross Mass (VGM) to shipping lines to effect a safe loading of vessels, we trust that members now have appropriate procedures well underway with their export clients.

As we get closer to July 1 we are receiving a number of updates from both regulatory agencies and service providers.

The commentaries referenced below and their attachments are for member information and should be read in conjunction with updates on the parties web sites.

Australian Maritime Safety Authority (AMSA)

As you will be aware the consultation period for the draft MO42 ended on 30 April. OurCargoes and Dangerous Goods page was updated to include all the draft consultation documents noting some stakeholders may have missed the opportunity to download or save them during the consultation period:

In the Cargoes and Technical section we have been working with the draft list of accuracy standards to improve clarity.  You are welcome to circulate this freely but should note it is provided outside of the formal Order approval process currently underway.

Please also see attached a recent circular recent circular from the International Maritime Organisation (IMO) as regards the following. The commentary is focused to encourage a pragmatic approach for three months specifically for the two issues noted in the Circular and as indicated in paragraph 3 of the Circular itself – for more detail please

Preparing for changes to the Safety of Life At Sea (SOLAS) legislation

Changes at DP World Australia

In preparation for the pending changes relating to the Safety of Life At Sea (SOLAS) legislation and to ensure full compliance, DP World Australia advises that 1-Stop will enforce the mandatory inclusion of the Verified Gross Mass (VGM) in the PRA from Wednesday 22 June 2016.

This will ensure that all containers that arrive in the terminal for loading from 1 July 2016 has a declared VGM.
